In the Zhan Guo period, China was divided into seven city-states: Qin, Wei, Zhao, Chu, Qi, Yan, and Han. The seven states have fought for power for hundreds of years. The Qin State is considered one of the strongest states. The ruler of Qin in each period developed the Qin State and continued to expand its territory. Significant developmental changes in the Qin State occurred during the reign of Qin Xiaokong, with the statesman Shang Yang leading them. This significantly strengthened the Qin State.
